Group Elephant business iLAB presents modernization assessment findings to Florida House IT Budget & Policy Subcommittee.
Group business iLAB, a Software Quality Assurance advisory and managed services specialist, was invited to present findings of its comprehensive assessment of the ‘Agency for Persons with Disabilities’ (APD) Client Data Management System (CDMS) modernization initiative, to the Florida House IT Budget & Policy Subcommittee during the 2026 legislative session.
Over the past year, iLAB worked with APD to evaluate agency requirements, and the existing technology landscape and available modernization options, eventually producing an evidence-based roadmap to support procurement, implementation and long-term maintenance.
A core component of the engagement was development of business requirements, validated by providers and statewide stakeholders. The requirements address both functional and non-functional needs and are intended to mitigate risks encountered in previous initiatives.
‘It is axiomatic that clear, high-quality requirements are fundamental to the success of large-scale technology initiatives, but these are not always appropriately gathered,’ said Jethro Lloyd, CEO of iLAB. ‘The approach positions APD with a foundation for accountable delivery, and systems that meet real-world needs.’
The modernization initiative is expected to proceed using a phased, modular approach, with continued enhancements to existing systems during the transition period.
